House Speaker Tyler Stresses Capacity Building

MONROVIA, March 3 (LINA) -The Speaker of the House of Representatives, J. Alexander Tyler, says training and education are key to enhancing the productivity and efficiency of individuals and institutions.

Speaker Tyler observed that when the capacities of people are built, development is bound to take place at institutions in which they work, adding that the need for capacity building cannot be over emphasized.

According to the Liberia News Agency, the Speaker made the statement Monday at the start of a five-day workshop aimed at strengthening the capacity of budget analysts in the Legislative Budget Office.

The workshop, sponsored by the Open Society Initiative for West Africa (OSIWA), is being held under the theme: “Strengthening Legislative Oversight Through Transparency and Accountability”.

He noted that the workshop will go a long way in helping the National Legislature in effectively carrying out its own side of executing the fiscal budget of the country, as it will develop the skills of legislative budget officers and legislators themselves.

He, however, stressed the need for similar workshop to be organized exclusively for lawmakers so that they can gain a deeper understanding of what the budget is all about.

Tyler noted that some of his colleagues find it difficult to explain to their various constituencies what the budget is, because they do not have a broad knowledge about it.

While commending OSIWA for sponsoring the initiative, Tyler urged the over 15 participants to take the workshop seriously, if they are to make an impact in the budget process.

The Legislative Budget Office was established by an Act of Legislature in September 2010 to provide objective, impartial and non-partisan analyses of the National Budget.
