The MOU was signed on behalf of the UL by the Acting Vice President for Academic Affairs, Dr. Walter Wiles, while Mohammed Torabi, Dean of the School of Public Health Bloomington (SPHB), signed on behalf of Indiana University.

The signing ceremony took place on the main campus of the UL in Monrovia, according to the Liberia News Agency.

The agreement indicated that SPHB will provide funding for tuition each academic year and that the funding for tuition will be for a maximum of three consecutive years.

The agreement stated that the candidate will be selected by the UL based on proven quantitative ability and demonstrated achievement in academics and practice and after completing course work in Bloomington, while dissertation research will take place in Liberia.
