The MCSS was established in 1968 through the sponsorship of the San Francisco State College of California and implemented by the United States Agency for International Development (USAID), with the intention of running an effective government school system in the capital city.

MCSS has a Council, which is the highest decision-making body of the System. It monitors the effective running of the school system.

The MCSS is headed by a Superintendent, who is recruited by the Council and recommended to the President, through the Ministry of Education, for appointment.
